If I read the ~100 words posted, I am led to believe that there was some serious breaches occurring. When I realise this is only section 2, point 3, page 5 of the 9 page, ~2,500 word document, I would be more tempted to see it as a typical corporate engagement with bureaucracy and government bodies.

Document shows it is clear there was no deliberate malice, fraud or deception involved. No penalties and everyone walked away smiling.
