I agree, cement for P&A, not mud. Well Control also possible, but as OW postulated, why not just adjust the down hole valves?
Alternative could be that they anticipate that the current vertical hole and frack will not provide conclusive or meaningful production profiles, post the initial flow, and hence quickly move to horizontal (already permitted). Also benefit from frack learnings on 2V. After the 2V flow then "Kill" to allow a horizontal extension from the same bore?
Anything is possible, and plenty of room for speculation. I suspect we will know more, soon enough. GLTA.
