Yes MM I agree cement in the plug and abandon scenario. My thoughts were in a temporary kill case for down hole work, which could be planned following the current flow test. For example to remove/repair a sub surface safety valve that had failed partially closed. (Just an example not what I expect)
Horizontal drilling seems a less likely use, that would be a major exercise to hide under the radar, which is not really the companies mode of operation
