Japan is currently exporting RE to Sth Korea so no idea why they'd want to stockpile.

I would have presumed that doing away with stockpiles was the main objective of a reliable, direct supply chain? On time, prescribed quality & spec at cost effective pricing avoiding the need for expensive inventory.
