NMS will just lease the equipment. They won't have to supply any personnel, unless the people using it request it.

It's basically a case of leasing the equipment and collecting the cheque. Once they announce that the IEV deal is finally generating revenue, a SP of $1 will be a distant memory, IMO.

The question remains, though, for someone to ask at the AGM. At the time they announced the IEV deal, they said they would be contract ready in the June quarter. They are now saying they are confident of generating revenue this financial year. So they've gone from 2 months from the time of the announcement to "within 14 months." Basic mathematics will tell you that there has been a problem in establishing this deal.
