There is no way a consolidation would be appropriate in the absence of a big contract or two. If it was consolidated 'now' i.e. in the absence of contracts, the market would (correctly) ruthlessly trade it lower from the new 'head room' provided by the consolidation. A negative move for everyone.
However IMHO pretty much as soon as some actual contracts (not hope talk) arrive - then there is arguably nothing but upside, and no reason to trade down. In THAT circumstance, I see no reason to hang around (maybe apart from a month of enjoying a strong upside move?) and would expect the board to move quite quickly with a consolidation.
