Dr M is pro business and my guess is he will overwrite Yeo's decision.
He has also been a close ally with the Japs throughout his previous and current tenure as the PM. The Japs issued Samurai Bonds to the Malaysian government after Dr M came to power, effectively allowing him to refinance high interest loan from the Chinese. He knows better that he will need to repay this favour to the Japs.
Amanda was spot on to leverage the Japs in negotiating with the Malaysian gov.
