The 'Left'. People from lower socioeconomic civilisations embrace the gimme mentality. Hitler, Stalin and Mao all did it, preying on the peoples poverty all the way. Trying to share wealth doesn't work, it just ends up that everyone 'equally shares the misery', as Maggie said.
