Yes, the last 5 years have certainly been painful for most commodity producers. I'm not sure exactly on the timing or the number of tonnes hidden away, however, from these lows, there's really not much to lose on and further more, the change is certainly on its way.
I don't think it is going to be any selective stock but the entire list will go, IMO, if that change is real.
