I don't think that's quite true although I appreciate your investigative digging.

Quote from FML's website:
"Shandong Gold International Mining Corporation Limited is a 65%-owned subsidiary of Shandong Gold Group Co., Ltd. The remaining 35% shares in Shandong Gold are held by Shandong State-owned Assets Investment Holdings Co., Ltd, which is 100% held by the Shandong Provincial government."

This means the joint venture S.G.I.M.C. is owned 65% by S.G. and 35% by Shandong State-owned Assets Investment Holdings Co., Ltd.

It's that 35% which is owned by the Govt. and the name "State-owned Assets" kind of indicates that.
