Sure, they could pay market prices.
BTW, I have no particular grudge here, the US has manipulated oil prices either directly or by proxy for decades, and gold and currencies. I was in Texas 1990, and the word was Kuwait will be serious, not because of Iraq, its about oil this time. direct quote.
