Between now and then, the stock price can still meaningfully jump. Four factors I see include:

1) The investor currently accumulating completes their buying, thereby ceasing the manipulation that has kept the share price suppressed;
2) Pursuit of 2nd indication (more left field at this stage). I wouldn't discount any relevant indications arising from space travel. Dr. Sinclair actually referenced this (subtly) recently on Twitter when she re-tweeted another investor referring to IXC's connection to a new study (c/o Dr. Sinclair's University of Birmingham) exploring visual loss during space missions;
3) Increased investor/market awareness - particularly with respect to the unwarranted low EV; and
4) Progressively lower opportunity cost as time to phase 3 closure reduces.

Thanks, @Halo99. IMO, 2) and 4) are the most likely catalysts for a meaningful jump in the SP. I think the market is as aware of this stock as it will ever be, it just doesn't care enough... yet.
