Let's do a little cross-check, shall we?
Here are the RSS C10 and C11 trends, with weighting functions (on the left) peaking at 20km and 25 km respectively. Both well and truly lower stratosphere, but differing from TLS in that contribution from the troposphere is greatly reduced.
Now here are the RATPAC data covering similar altitudes (70 mbar ~ 18.5 km; 50 mbar ~ 20.5 km; 30 mbar ~24 km), split up into tropics and NH/SH extratropics. The trends work out to approximately -0.5 C/decade for the tropics, and -0.33 C/decade for the extratropics - very much in agreement with the shorter-term datasets from RSS.
