It sounds like a case of a steel capped boot assault to cause such severe injuries. In fact this is not the first time this pig has caused a death in custody, more than once.
Perhaps it would have been very embarassing for the Qld government, especially if his history had to be revealed, if it went to trial. I smell a cover up.
