Thanks for the link. The most interesting news in the article is:

"African Rainbow, whose operations haven’t been affected by strikes at South African platinum mines, is increasing output at Modikwa from 200,000 metric tons of ore per month to 240,000 tons as it seeks to improve margins. The company may further increase output to as much as 320,000 tons, Schmidt said."

The application to notarize is for Garatau and Hoepakrantz. They are increasing output from Modikwa because they can extend their shafts from Modikwa into Hoepakrantz.
ARM will mine Hoepakrantz but I would imagine with some off-take agreement.

There is a paper being put before the High Court by the DMR at the end of this month that will resolve all PAJA review cases.

So it is better than an opportunity. I would say it has been resolved and just waiting for the High Court to formalize it, so it can be announced.
