    The detailed plan says a study was conducted in January 2020 and the Municipality and County Administrative Board agreed that Talga need to submit an Environmental Impact Assessment. The paragraph you have referenced says the County Administrative Board disagreed with the Municipality and believed the plan could adversely affect Environental Quality Standard (EQS) for watercourses, groundwater, wetlands etc.

    In response, Talga submitted an Envorinmental Impact Assessment for the plan which is what I linked in my previous post. The Envionrmental Impact Assesment is carried out in consultation with the municipalities, county councils and authorities that are to be affected by the plan.     It specificaly covers the concerns of the County Administrative Board in regards to water quality standards.
    I'm not going to spend my time quoting every section because you should read it for yourself, however below are the key findings of the assessment (note the underlinged parts at the bottom).

    Regardingenvironmental quality standard for water and the environmental objectives, the County Administrative Board does not share the municipality's assessment. They highlightthat the implementation of the zoning plan may contribute to or impede the achievement of the EQS, for the water bodies thatcurrently do not. As regards the environmental objectives, the County Administrative Board considers that the objectives of a non-toxic environment, living lakes andwatercourses, good quality groundwater, flourishing wetlands and living forests may be adversely affected bydevelopment."

    6.3.1 Environmental quality standards

    Environmental quality standards (EQS) are a legally binding instrument introduced with the 1999 to address the environmental impacts of diffuse sources of emissionssuch as traffic and agriculture.

    An EQS can be expressed as a level or value (maximum permitted concentration of a substance in air, soil or water) but can also be described in words.EQS can be seen as instruments for achieving environmental quality objectives in the long term.
    There are currently EQS for various pollutants in outdoor air (SFS 2010:477), various parameters inwater bodies (SFS 2004:660), different parameters in the marine environment (SFS 2010:1341) various chemical compounds in fish and shellfish waters (SFS 2001:554) and for environmental noise (SFS 2004:675).

    EQS for water bodies

    The Gulf of Bothnia Water District is the northernmost water district in Sweden and covers the entire Norrbotten County and most of Västerbotten County. County Administrative Board of Norrbotten has been designated as the water authority for the district.

    • No risk has been identified that the ecological and chemical status cannot be maintained.
    • No groundwater body is considered to be affected.
    • Development under the proposed plan is not expected to affect whether the standards for good ecological or good chemical surface and groundwater status can be achieved/maintained.
