When one considers the capex and opex advantages of E'crete, you'd kinda think the Guv'nor et al might fancy stretching what they get for their US$10B budget, MB.

Barring a rogue in the decision making process at the GDOT, it really is quite tough to see how Georgia wouldn't be going to follow up their 'investment' in E'crete with actually buying the stuff. If they weren't satisfied it would work, do people really think the Guv'nor et al would have been part of the fanfare? If they felt it hadn't got over enough approvals' hurdles, surely the Guv'nor's band of merry men....folks would have waited before joining the party.

I reckon it's distinctly possible a key part of the pitch was the limited production capacity and, quite probably, a pitch to various jurisdictions that mentioned "Eh, whoever stumps up has first dibs on what we can produce".

Be mad not to pitch it that way, methinks. Competitive advantage doesn't just apply to the producer.
