Think about it - CDB currently has enormous leverage over Hanlong. . . . .without CDB's cash Hanlong can't complete the deal.
That leverage is significantly diminished once Hanlong has the asset.
Therefore - could be that CDB is pressuring Hanlong to accept certain (onerous) terms from their mates at the SOE steel mill . .. . and that Hanlong is engaged in its own game of brinkmanship looking for a better deal with the steel mill.
