    It's only partly infrastructure.

    Letter in news paper, woman says there were about 20 staff at
    Covid test centre - a tent thing over a road.

    17 staff were taking names, but only one doing the test.
    "no wonder it took 3 hours in the queue" she said.

    My experience is similar.
    2nd jab AZ.
    Shop with front and back door.
    Woman at computer at each door.
    Man and four women taking names.
    separate room, woman checking names
    one person with needle giving jab at rate of a vax every two minutes.

    They could not organise a public toilet.

    Took an hour to get an injection (about four seconds)

    Years ago at school, the doctor and nurse did a whole primary school
    of about 150 in about an hour.

    Each class filed past a desk where a doctor and nurse both had syringes
