Don't bother complaining to the REIV, they don't what to here from the public as you siad. They want to be seen as running an equitable and fair practice and are selective in who they talk to.
Try contacting the Estate Agents Resolution Service (EARS). They are more than willing to talk to the public and are quite nice follks to talk to as well.
