Advances in technology, especially digital identification, biometric data, and surveillance, are often associated with this concept, fueling speculation about a future where personal freedoms are compromised.
This has happened more than once.
Nazis used tatoos on prisoners in their death camps to identify them even after death.

Trump is using all sorts of threats and actions to compromise freedoms in the USA by his threats and actions against those with different views from his own. Examples are the withdrawal of state funding to universities like Harvard and withholding visas for foreign students studying at these universities. These universities are recognised worldwide for their quality, which the universities say is enriched through the diversity that foreign students provide.
The damage to the USA higher education establishment is likely to go well beyond Trump's term, even if he wangles a third term, because foreign students will not trust the USA authorities, who seem to act irrationally on a whim.
Universities with international reputations like Oxford and Cambridge may benefit as equally good alternatives to the USA offerings.

It seems that people who may have different views from his own are targets. People from South of the USA are targets irrespective of whether or not they have legal permission to be in the USA.
People are now reluctant to visit the USA, even with a prior approved visa are not safe from the whims and irrational behaviour of USA authorities.

There are alternatives to the USA.
One is the "cowboy experiences" in Argentina, which is reported to be superior to those in the USA because the Argentinian cowboys are said to have better interactions with their clients.
For desert experiences, I recommend Namibia over the USA offerings. In my view, the accommodation, wildlife and hospitality are better, and the scenery is on par with the USA.
Also, in my view, wildlife sanctuaries in Africa offer more than their counterparts in the USA.
