when PDN started there weren't any other U plays so the inferstructure costs could be absorb. But with so many other wantabees(?) the $ going to chase the cost/benefit, and hence lower inferstructure like access will become more critical. I also think Mr Howard has been informed that if Oz allows other 3rd world countries to establish U mining inferstructure you can kiss good bye to our dominance. Because U and coal have different users so they aren't competing against each other. Hence the rise in Oz ground companies. Hence 3rd world inferstructure and politics now become an important part of the cost equation
