God created spirit creatures with free will, the same as he created humans with free will. When an angel chose to oppose God he was given the title Satan. In the same way humans may be called criminals or murderers because of the actions they choose to practice.

Did Judas have a free will? Jesus knew in advance that he would betray him. Also Peter, Jesus knew he would deny him 3 times. If they had a free will and didn't do what Jesus predicted that would have made Jesus alleged words incorrect.
