The only fact in that is that Cougar has a lower market cap. A complete statement of reality.
So what value does marketing create for your business?
Linc has had some pretty significant corporate activity with two acquisitions (Sapex, gastech) and a considerable amount of work at Chinchilla. They even found time to make a bucket of wax :) They have had an epic fail in there, but I dont think that it should discredit them from some of their corporate achievements.
CNX has also carried out some pretty significant work and seem to be trucking along very well. Their operations seem to go extremely well and they were not afraid to publish some data on their success (more than can be said about Linc). They also have some stong underlying assets including a uranium deposit, a future stake in a gold company and a ~5% in magma metals that is due to list on the TSX.
Cougar will get there eventually FF. The only thing you should be worried about is whether they will ever get to their 'full' valuation. If their kingaroy project hits it off like it is supposed to, then I am sure they will.
So who cares if it takes 1 year or 5 years? Which is what I really as being the underlying issue and theme in your post right? You want that future valuation now?
Maybe cougar should hire some better marketing folks.
