From the research i have found the official figures of rare earth exports out of china are the following
The Chinese break it into 2 quotas for the year... H1 and H2
2009 .... 50145 T total .... (dont have figures for H1 and H2)
2010 H1 ... 22282 T H2 ... 7976 T Total of 30259
2011 H1 ... 14508 T H2 ... unknown
The thing to note is the big drop in exports from 2009 to 2010. That is why the price of REE has increased.
Will the Chinese export 15000 T to match last years total export??? probably, but i doubt very much even if they did that would cause the current price to tumble.
Exporting 35000 T (to match 2009 output) would do a price correction, but with China needing around 100000 T for domestic purposes its only going to get tighter.
