I've been wondering about this myself, so I've checked the governments website which states the following:

"The REDP is targeted at project proposals that are relatively mature and are at the stage of commercial demonstration. Demonstration is taken to be the final step to address remaining technology risks around integration and scale-up, once the technology has been proven at pilot plant scale. The project should be able to achieve specified performance outcomes and reliability standards."

I obtained this from the following web address:

There are many of the eligibility criteria that GDY does meet, however after reading the above paragraph they could quite easily miss out. After the last announcement, GDY are no way near commercial demonstration.
