Based on that reading Butchy it would seem that CNM would get up but PTR ($66M application) would fail along with GDY. GER would run stone motherless last! DYE would meet the criteria but solar was moved aside into another funding basket.
I think the government will need to interpret the guidelines generously - an overly strict interpretation might leave them unable to spend the full amount which would not suit their political agenda.
If GDY and PTR are to miss out I'd sure love to see CNM get the lot though! :-) Pity there's a limit of $100M.
