i agree with your thoughts - the primary point i didn't make clear enough is that CONroy has for the sake of convenience (and ultimately naively) for almost a year used the $25M study to bat away serious questions from fellow politicans (read hansards) seeking detail that this ($25M) study was never going to provide.
CONroy's timetable was to bring TLS to heel before end of 2009 and this study would be delivered to him March 2010. Managing a process even with blunt instruments doesn't appear to be his strength.
CONroy is now in a pickle, his boss knows so and has asked him to come up with a solution. Good luck to him!!!! May he learn what fair, balanced and humility mean.
