NBN is intended to replace the copper network, to carry all telephone calls as well as internet traffic, tv channels and whatever else in future.
For all those in government who are claiming copper is an old technology, you may wish to consider that it conducts electricity, and carries it's own voltage to drive the telephone system.

Think about it, your power goes out and so does your comms. How many times have phones been essential in emergency situations where power has gone down, (storms, cyclones, fires, load shedding whatever). Think about trying to call out in a heat wave when your suburb has been "load shed" because of the total aircon load...
