The ACT vote was largely YES, as bureaucrats were likely to be the biggest winners. Self interest there.
For inner city voters, it's all about externalities. They could vote YES and cleanse their guilty souls of racism and signal their virtue. The $ cost is not great compared to their new house extension or latest Porsche 4WD. They, and their friends, are never going to face land title claims, community violence, or have anything to do with Aboriginals in general. They holiday in St Tropez not Darwin daahling....
And I can say this as a long time former resident of one such inner city electorate.
