brucey - australia is on the low level when it comes to being a dumping ground - try europe for much bigger dumping
i would also think that these people, would, if they could, go thru' official channels - obviously, this is not an option for them, as they wouldn't even get past first base
however, a balance must be found when dealing with this scenario - unfortunately this govt. has seen it purely as a political play
