A point I noticed on the use of the word 'rehabilitated road'. From what I've read, the road is a sealed modern road only up to Pande (21km or so from the starting line at Luambo). It is then 'rehabilitated' beyond Dikuluwe which looks like the last pic above I posted and along which 100km/h seemed fine by the Minister. It makes sense that 'rehabilitation' would come before a proper sealed road.
