Telstra has been effectively banned from deploying its capital. It is not a charitable organisation but a business like any other and needs to look at capital investmnets dispassionately - if governments want it to behave otherwise then they must put in - which sometimes they do. In the specific instance of broadband deployment, governments (in lieu with their regulators) have effectively banned Telstar from all activities other than repair and maintenance of what was already in place.
Where governments got out of the way, Telstra produced an excellent wireless service in 3G - and in record time.

People who cannot see this are suppressing the unthinkable - a common enough pscholgical condition for which there is treatment. Pity Rudd's health reforms have bypassed psychiatric hospitals - can't have people getting better and seeing reality for what it is!
