The letter published today in the PNG National newspaper is a must read and can be found in the link below.
It was written by two ex-ministers from the former government who were involved in writing the Bougainville Constitution. These men know better than anybody else what the true spirit of the famous section 23 means.
The letter follows the article titled "Inquiry into ABG joint venture investments" of late last week. The article refers to several secret deals that president Momis signed with the Chinese early in his tenure.
The letter and article have just destroyed Momis' reputation and it would not surprise me at all if he will have to step down soon. It is absolutely shocking that the mining policy that he tried to push through parliament was drafted by him alone without any input from his mining minister.
It will now be completely redrafted as it did not respect the customary rights of the landowners. Not Momis but the landowners will decide which companies will be allowed to mine their traditional lands. This new version will get massive support from the members of parliament as it will incorporate the true meaning of section 23 which is the foundation of the constitution.
