I would suggest that people don't get ahead of themselves with the Federal Government panels. The Commonwealth Government is extraordinarily slow at anything outsourced cloud related. The fact-sheet for the Data Centre Facilities Supplies Panel suggests agencies should allow 18 to 24 months prior to a requirement to move in to a new datacentre:

Having said all this, this week there was a quiet release of a cloud policy 'Cloud adoption streamlined for Government' from Minister's Cormann, Turnbull & Brandis:
