Hertz & Avis have always opted for the cheapest vehicles via their operating lease buying programs (Off balance sheet lease with guaranteed buy back & contract maintenance)
Its the hirer (not the renter ) that pays for the fuel....not Hertz. IMO due to to the run out of ICEs , many manufacturers will be offering the rental companies sweetheart Operating Lease Deals on ICE vehicles.
