The number I have for C1 cost of US$27.4/lb. The C1 cost is not representative of the real costs but the (more representative AISC I have is US$32.5/lb which include a royalty to Uranium Royalty of A$2.5/lb. The difference between the C1 cost and AISC appears very low to me. You also have to realise that CNNC own 25% so PDN only get revenue from 75% of the production
