In other words, we only want friendly and honest Institutional Investors, who are not double dipping. Also with a clause, that they sign up to no future shorting, either directly or indirectly, so they are not able to facilitate 3rd party shorting or their own shorting at an arms length.

It could be a much fairer world. Good for the Companies trying to get much needed projects up and running, good for individual shareholders and it can also be good for Institutional Investors at the same time, with such rules? Zero Harm.
