The government is broke, they've defaulted on their debts, and countries don't want to send them oil even for the promise for cash because they're not sure they'd actually be paid.
Yesterday they only had 1 days fuel left with no tankers on the horizon bringing more, so they banned the sale of fuel to anyone except emergency services. It's effectively a curfew for the next 2 weeks. They had already shut most government offices for a week and that was supposed to be it, but it's been extended for another 2.
I don't think the priority for them right now would be mining and shipping graphite. But as mentioned in other comments too, we do have quite a supply already sitting in our warehouses so we might not be impacted for a bit yet.
Customers might have questions though. I thought we ordered that 500t batch a while back to prove to a customer security of supply. I guess that was lucky, but they might be more nervous now!
