Yes I've read of that tragedy. However I doubt the famine in Bengal could have been averted by withholding the supplies and the focus was in prosecuting the war. It won't have been the only sacrifice to that end.
I have an Indian friend who has recently been telling me of the horrible situation during the epidemic with untold numbers dying trying to walk back to their villages from the cities. These tragedies are a recurrent story in an overpopulated nation living at subsistence levels.
