Spending is the problem. Its racist and an incentive not to find work. A persons heritage should not define them. Their actions and abilities should.
Australia has a problem with racism. Its institutionalized by well meaning methods with a history of failure, supported by racist idealogs that are more interested in feelings then outcome.
