i think this is some smart accumulation taking place at the cheapest possible price 9.5-10.5c range , he will be in the know , as time draws neigh they will start to buy at market , if they haven't had their fill by then , and you will see this run north , and by the time the news does come, those sitting on the sidelines waiting to re-enter , could have lost out on a cool 50% gain , just my thoughts
