Controls are needed and as you say :- australia has a particular talent for complicating entitlements and controls to the point that the intent of the benefit is lost.
I believe that the KISS system is usually best, and accept that no system is perfect, I just see the waste which is out of the benefits of the aged
I was organizing a Provider for a friend and one of the proposals I received charged 55% commission to handle the funds as well as a commission of 300% on any charges they made, and there is no law to say that they can't
So out of each fortnightly benefit payment of $3000 they took about $2200 as their share
And it is legal ** So whatever is done would be better than the current system
