No, in the current uncertainty U market, all species will be dumped badly. Even if they get the permit the mine next month, the negative sentiment won't change much.
Be prepare to stay for a long haul, a few years at least to see any benefit..
All the hypes prior to this fallout only make it so volatile. The bottom for PEN after the fallout would likely to be at the NTA backing 2.9c
