I think all the US govs departments have been subject to regulatory capture by big business.The FDA has been obviously bought off, the FAA allows Boeing to make planes that fall out of the sky, the only result of the GFC was to hand more money to the banksters etc etc.

In Australia we don't even have an independent regulator, the TGA is funded by big pharma.Totally owned by them.
