The abstract you have linked simply poses questions/assertions and apparently describes a framework to answer those questions but of course we don't know what that is because it is paywalled. The abstract points to no conclusion so is not particularly instructive at all.

I think you should do some further broad research into Shaw and Tomljenovic to see where they are coming from and the quality of and questions surrounding their work.
