Tell me....how is it that the brief of ATSIC was to improve the health, education and housing of A & TI in Australia and yet after 20 - 30 BILLION dollars (if not more) given to ATSIC on top of the already existing welfare systems that are in place for all Australians, each and every one of those measures have failed to impress????
