Grain bioengineering is producing some very good rain tolerant variations and there may be the time coming where only certain grain types can grow in areas. Perhaps some encouragement in that direction is in order or is that asking a little too much.
Possibly the only real answer to potable water in regional areas is using power hungry desal technology (even water distillation for water heavily polluted by basic elements). This is where the solar and battery technology being developed now could prove to be the most valuable advancements within the complexity of climate change.
There is an answer to every climate change problem: it's just human nature, money and political will that gets in the way.
