Yes, the UN is useless, but there's just no way it could use force to create peace. Where do the weapons come from? Where would the troops come from? Who would run the operation? Who is 'behind' all this? Whose agenda are they looking after? Why did they invade here and not there? How do they ever make a decision? It's an impossibility.
Those countries you mention are run either by drug lords, communist dictators or radical Islamists. They use fear to control and manipulate the masses. History tells us that at some point the masses get fed up and decide to overthrow those who repress them.
