Yes it has always puzzled me since the start of the year. But I take heart from the fact when BOE announced their stellar 3rd QTR results it was enough to very powerfully drive the SP upwards in spite of the very high short %.
Moral of this is : Take no notice of shorts as it is always meaningless always for short term reasons. All stocks that are shorted are always for the short term in all cases. It is easy to fall into the trap of thinking its a bad signal for "forever".
